Part 1 Introduction
1.1 Introduction
1.1.1 The Planning and Compulsory Purchase Act introduced a system of Local Development Frameworks (LDFs) to replace the Unitary Development Plan and included a requirement to produce an Annual Monitoring Report (AMR). This is the second AMR produced by Dudley Borough Council and it monitors the period from the 1st April 2005 to the 31st March 2006.
1.1.2 In the context of the planning system, with its focus on the delivery of sustainable development and sustainable communities, monitoring takes on added importance in providing a check on whether or not these aims are being achieved. This introductory section aims to provide the reader with:
1.1.3 An overview of the monitoring framework, answering questions such as - What is an AMR? Why is monitoring required? What timescales are we working to?
1.1.4 An introduction to the Borough Vision and the vehicles by which the Council strive to achieve the delivery of sustainable development and sustainable communities (i.e. the Dudley Borough Unitary Development Plan, the Local Development Framework and the Community Strategy etc.); and
1.1.5 An understanding of the key characteristics, challenges and opportunities facing the Dudley Borough (i.e. the contextual characteristics of the Borough).
